• No citywide cap on the number of permits found. In multi-dwelling structures, triplexes, fourplexes and cottage clusters, the number of dwelling units with an ASTR is limited to 1 unit or 25 percent of the units in the structure or on the site, whichever is greater.
• Only accessory short-term rentals (ASTR) are permitted: a long-term resident (owner or long-term renter) must live in the dwelling unit at least 270 days per calendar year, so renting an entire non-owner-occupied home is not allowed in residential zones. Type A permit (max 2 bedrooms, max 5 guests, valid 2 years) requires mailed neighborhood notice with each application and renewal, Oregon driver license/ID to verify residency, bedroom inspection (legal sleeping rooms, interconnected smoke detectors, carbon monoxide alarms), no non-resident employees, no Type B home occupation, guest transaction records kept, permit number in all ads. Type B conditional use (3 to 5 bedrooms, land use review) is for larger rentals and is not renewed. Must register a City business account and collect and remit transient lodging taxes. Where zoning or building occupancy already allows commercial transient lodging, no Type A or B is needed (listed as Other on the registry). ASTR citations: first offense $1,829, second $5,475, third $9,122.
